Subject: Request for Independent Indigenous Black Woman Representation at the 49th CARICOM Heads of Government Meeting


Blessed Greetings in the Name of His Imperial Majesty Haile Selassie I,


I am Empress Zaria (Karen Francis), Secretary of the Haile Selassie I JAH Rastafari Royal Ethiopian Judah Coptic Church, Sovereign Empress of the Nayan Ka Pong Nation and House of Sheba, and a recognized cultural and community leader among Rastafari and Indigenous African-descended peoples in Jamaica and beyond.


I write to urgently request that a delegation of Rastafari and Indigenous Black women be granted independent representation and observer status at the upcoming 49th Regular Meeting of CARICOM Heads of Government, hosted in Montego Bay.

This request is made in alignment with CARICOM’s own commitments to inclusion, regional integrity, and the Pan-African vision of the Sixth Region of the African Union.
