My Fellow Jamaicans, Judiciary and Elected Officials:


I am Karen Francis a recent returnee to Jamaica.  On May 1, 2024 while providing humanitarian aid to Haitian Asylum seekers in Jamaica, I’ve encountered a situation in which a 7 month old baby born, in Jamaica, to a Haitian asylum seeker is now in jeopardy of being deported to Haiti. I’m sure somewhere in the Charter for Freedom and Rights, this baby’s human rights are being violated or about to be violated.


Having recently returned to Jamaica, I have sought advice from a number of persons on how best to prevent this Jamaican born baby from being deported to Haiti along with her parents and 5 year old brother, currently seeking asylum in Jamaica.


Unfortunately, none of my advisors can agree on the appropriate legal course of action to take so I am directing my questions to those who would best be able to advise me; our Judiciary and elected officials.


While we are on the topic of Haiti, I am also perplexed as to why, as citizens from a CARICOM Member, Haitian asylum seekers are being denied humanitarian assistance from CARICOM Nations.


An even more perplexing question is why Haiti is not a part of the bilateral agreements that I observe being forged between Jamaica and other CARICOM members. Rather, military intervention and not than humanitarian assistance is the solution being imposed.


Consequently, I am requesting the presence of the president of the Caribbean Court of Justice and Jamaica’s Minister of Foreign Affairs to also attend the virtual Public Hearing on Sunday May 19, 2024 6pm via Zoom. Please Register in advance for this meeting:


I and the Jamaica people are interested to learn the appropriate legal course of action that needs to be taken to protect and preserve the Freedoms and Rights of Baby J, our Haitian brothers and sisters, and all Jamaicans.


I await confirmation of your attendance at the Town Hall Meeting which will be aired live to Jamaicans and Haitians in the Diaspora, members of the African Union, CariCom Members, and Ethiopian World Federation via social media.
